Actually in the 1980s the MTA set out a plan to remove all graffiti and “vandalism” on all train systems, basically they would wait until the graffiti artist wrote on the train carts and that same morning they would Paint over it, basically they did not let the carts go out unless they were repainted EVERYDAY, this went on for years and soon graffiti artists stopped.
